In RIVO, Once a guarantee is moved to Issued state , A Financier can raise a claim partially or completely.

To do so, 

1. Pick a Guarantee which is already in an Issued State
2. Click New Claim from the drop down options
3. Provide all mandatory Information
4. The amount claimed or the date extended can be seen in the side summary panel
5. Check sign and click save
